Here is the Technology Enhanced Learning Roadmap (TEL) for School Culture. This is one of the five key areas a school would focus on when becoming a Digital School of Europe. For simplicity of presentation the Roadmap is displayed on five separate pages one for each area of focus as shown above.

The Technology Enhanced Learning (TEL) Roadmap has 4 consecutive stages of progression.

  1. Initial
  2. Enabled
  3. Confident
  4. Mature

Each stage represents a more advanced stage than its predecessor.

It is not unusual for a school to be at different stages across each of the areas listed on the Roadmap. For example, schools may find that they are in the Initial stage one area and perhaps the Enabled stage in another. The TEL Roadmap is designed to generate discussion among the TEL team around the five key areas and their sub-criteria. Becoming a Digital School of Europe does not require schools to be in the Mature Stage but they should target the Enabled and Confident stages instead. Teachers and students have limited access to TEL resources and activities.

Initial Access to TEL

Work towards the provision of access and availability of ICT tools in the school.


Teachers and students have regular access to TEL resources and activities.

Enabled Access to TEL.

Access to TEL resources is provided around the school: computers in the classroom, library, ICT room, etc. ICT acces is part of the school plan.


TEL resources, including internet access, and activities. are readily available to teachers and all students throughout the school.

Confident TEL Access

Access to TEL resources is provided throughout the school, including a Wi-Fi network.


TEL resources and activities. are available to teachers, students and the wider school community outside of school time.

Mature TEL Access

Provide access to TEL resources in and outside the school. Students are encouraged to access the resources outside of school hours.

Evidence of Use


There is some visible evidence of TEL being used in classroom.

Initial Evidence of TEL Use.

Students should be involved in some activities using digital tools and resources.


There is use of TEL in the student’s work, & project displays. School plan has progression of student ICT skills development.

Enabled Evidance of TEL Use

Monitor the evidence through students’ work or projects. Students skills in the use of ICT exhibit clear progression from class to class..


Evidence of TEL is visible in all areas throughout the school.

Confident Evidence of TEL Use

Monitor the evidence of TEL usage throughout the school as part of the school self-evaluation.


The school disseminates and shares examples of good practice beyond their own school community.

Mature Evidence of TEL Use

Support and encourage the dissemination and share of good practice in and outside the school community.

Website/ Online Presence


School has or is actively planning an online presence, e.g. a blog or basic website.

Initial Web and Online Presence

The school needs to build a website and identify staff with responsibility for it.


The school website contains up-to-date content developed by teachers and students.

Enabled Web and Online Presence

The website structure is defined by the ICT team and teachers and students have access to upload content.


School website reflects the school vision, mission & activities. Students, teachers and the local community can be active contributors.

Confident Web and Online Presence

The website content is rich and incorporates activities from each classroom and can incorporate multimedia features.


School uses a Content Management System (CMS) to create a communicative space where the school community publishes content and which conforms to accessibility guidelines.

Mature Web and Online Presence

School needs to identify an appropriate CMS for its needs. Must have a ICT team to support and manage. Regular updates and upgrades are in place. CPD for staff for its maintenance is in place.

Some teachers engage in school-based projects that incorporate ICT elements.

Initial TEL based Projects

The integration of ICT elements should be part of the school plan and practiced in classroom e.g. projects.


Students are involved in project-based learning (PBL) which incorporate TEL activities and acquisition of key skills.

Enabled TEL based Projects

PBL opportunities incorporate digital tools in development of cross-curricular skillsf: critical thinking, creativity, collaboration & communication.


School integrates TEL activities in project work ie national or international. & students produce school newsletter.

Confident TEL based Projects

The school is involved in interdisciplinary and collaborative project incorporating communication & collaboration tools. (e.g.: eTwinning, etc.)


Students and teachers regularly develop internal and external collaboration.

Mature School based Projects

The school promotes students & teachers external collaboration projects such as: eTwinning, Erasmus + calls for actions, etc.)

Organisation & Communication


School has an e-mail address, and uses this for basic levels of correspondence and communication between the school staff, local community and education authorities.

Initial Organisation and Communication

School need identify an appropriate email address (e.g. itsname@gmail.com) for school communication means. A communication strategy should be part of the school action plan.


Communication between school and home via email or text messaging for monitoring and information purposes. There is an internal ICT communication system for staff.

Enabled Organisation and Communications

School should establish a communication system that incorporates the possibility to use email, sms, etc. Discussion groups may be created such as WhatsApp, facebook groups, etc


School makes regular use of ICT to communicate with teachers, parents and other stakeholders. School is present in social media channels. A newsletter is produced regularly.

Confident Organisations and Communications

Create school presence in social media channels (e.g. Facebook, Twitter, Google +, etc.) Create regular newsletter. Update the news section of the website regularly and possibly allow visitors comments and suggestions.


School uses a variety of its communication channels to express its vision and highlight its activities achievements. Teachers, students and parents have online access to student documentation and timetable.

Mature Organisation and Communications

The student’s documentation and timetable are available for parents consultation. Website and social media represent a window to the school.
